Kristi Rowland’s role with the City of Renton is to drive the performance initiative Renton Results. She has nineteen years of experience in government and is a Lean Six Sigma Black Belt. She has developed and adapted the strategy of the program to align with the priorities and goals of the City. The Renton Results program supports people in discovering and implementing greater efficiency and effectiveness in order to optimize customer service. Kristi leads a small and talented Results Team that facilitates various types of programming, training, discussion groups, book clubs, and process improvement projects while striving to influence workplace culture and norms.

Deborah Needham is the Emergency Management Director for the City of Renton and also a core member of the city’s Renton Results team, where she uses her Lean Six Sigma Green Belt to increase government effectiveness. Deborah holds a Master’s degree in Organizational Systems with a specialization in Leadership in Organization Development. She is an ICF certified executive coach and leadership consultant, working with other leaders to help them navigate crisis, chaos, and change management issues. She leverages that skillset for the City of Renton by designing and facilitating programs to create awareness, harmony, and transformation within the organizational culture.

Todd Babcock currently serves the City of Kent as the Business Strategy and Performance Analyst. His career has focused on leading performance measurement and process improvement efforts and he is currently responsible for developing and implementing a process improvement program across the organization; developing a Lean management system to deploy the strategic plan; and leading staff, senior managers and elected officials through process improvement and Lean metrics trainings. He enjoys the opportunity to work with and learn from staff at all levels in seeking ways to improve processes and make services better for customers. To that end, he enjoys sharing what he has learned through Lean Enterprise and Lean Six Sigma training with others.

Vangie P. Garcia is a decisive, innovative change agent who enjoys fostering team-wide collaboration and setting strategic direction. With over fifteen years of project management experience in local government program planning and capital project delivery, she has collaborated with all levels of management and has maintained trusted partnerships with external and internal stakeholders. An artist at heart, she leverages her creativity and analytical skills toward developing and implementing strategies to improve existing work processes for greater efficiency. Vangie is a Senior Project Manager at the City of Bellevue Transportation Department. She holds a B.S. in Civil Engineering, is a Professional Engineer for the State of Washington, and is a certified Project Management Professional (PMP).

Tracy Burrows is the Executive Director of the Municipal Research and Services Center (MRSC). Tracy seeks out innovations in local government, tracking trends in management and technology that impact your work. She has over 20 years of local government and non-profit experience, specializing in growth management, transportation, and general city management issues.

Chelsea Lei is a coach, designer and researcher dedicated to facilitating individual creativity and institutional re-generation. She is currently the Co-Creator of Government Performance Consortium, a network of civic thinkers and government practitioners who are transforming government from the inside out. Previously Chelsea served as a co-founder and director of a municipal finance internship program at Stanford University, lead strategy consultant to a VC-backed energy start-up, management auditor at the King County Auditor’s Office, and researcher at Harvard University. Chelsea holds a B.A. in social theory from Harvard University and M.A. in international policy from Stanford University.

Larisa Benson is a teacher of management disciplines, a seeker of new ideas and a fan of people who choose to give their energy and talent in service to community. She is the Co-Creator of the Government Performance Consortium, a network of civic thinkers and government practitioners who are transforming government from the inside out.

Fisher Qua and Charley Haley are facilitating this Liberating Lean event. They are from Back Loop Consulting Group where they exist to unflatten interactions that stop groups from tapping into their wider range of intelligence. Together they integrate a mix of tools, practices, and principles from Liberating Structures, Design Thinking, Agile, Lean & Lean Start-Up, Service Design, Systems Thinking, and Complexity Science to unleash the generative nature of collaborating.

Jessica Riehl is a designer and facilitator who uses collaborative-based design processes to gain insight and empower change. She employs visual and systems thinking, mindfulness, storytelling, ethnographic research, cameras, sharpies, Post-it notes, and agile websites. You could say, she helps a client make their work visible. As an entrepreneur, nature lover, photographer and former Naval Officer, Jessica brings a unique perspective that informs her design process and facilitation. Her interests include walking, traveling, reading, doodling, building community in her neighborhood, and being with her family. She holds an M.S. in Environmental Policy and an M.F.A. in Collaborative Design. She is located in Tigard, Oregon where she lives with her son, husband, and two cats.
